Hi Fran good question.

This is what the Voluntary Register or the Volitional Register to give it its new name is all about here in brief:-

It lists the main responsibilities of the registered practitioner as follows:-
1. You (or that is 'The Practitioner' from herein) must always keep high standards of conduct.
2. You must act in the best interests of the patients, clients and users.
3. You must respect patient confidentiality.
4. You must keep high standards of personal conduct.
5.You must provide any important information about your conduct and health to the regulating body.
6.You are responsible for high standards of performance.
7. You must keep your professional knowledge up to date.
8. You must effectively supervise tasks you may have to ask others to carry out for you.
9. You must get informed consent from your patient (except in an emergency)
10. You must act within the limits of your skills and experience otherwise refer on to a doctor etc.
11. Maintain proper communication skills with patients, carers and other professionals.
12. You must keep accurate patient records.
13. You must deal fairly and safely with risk of infection.
14. You must carry out your duties in a professional and ethical way.
15. You must limit or stop practising if your performance or judgement is affected by your health.
16. You must keep high standards of ethics.
17. You must behave with honesty and integrity.
18. You must follow strict guidelines how you advertise your services.
19. You must ensure that your behaviour does not damage your professional standing.

These principles demonstrate to government and regulators alike that foot health practitioners are not seeking to avoid regulation, but are in favour of self regulation at the appropriate level. I hope that answers your question Fran

I suggest you go and see a Foot Health Practitioner or chiropodist in your area. From your description you may have been treated for Plantar Warts (Verrucae). The tissue change may be due to what the spray has done to the wart but do get it checked out soon.
